Community Based Sensitization Seminar for Ex-Combatants Officially Discharged On 24th May 2022 In Mutobo Demobilization Centre

In accordance with the Law No 50/2015 of 14/12/2015 that establishes Rwanda Demobilization and Reintegration Commission (RDRC) and determining its responsibilities, organization and functioning,

The overall mission of RDRC is to facilitate the reinsertion and reintegration of the former military member to empower him/her to develop him/herself and contribute to the comprehensive development of the country.

On 30th August, Rwanda Demobilization and Reintegration Commission (RDRC) conducted countrywide community sensitization seminars to 561 (475 ex-combatants and 86 child soldiers) who were officially discharged on 24th May 2022 in Mutobo Demobilization Centre phase 67.

 

The sensitization seminars were held in provincial areas as follows:

 

Ø)  At the Integrated Rehabilitation Production Workshop in Nyargunga there were gatherings of beneficiaries from the city of Kigali (25)

Ø)  In Huye District, there were gatherings of beneficiaries from South Province (160)

ØIn Rubavu District there were gatherings of beneficiaries from Nyabihu, Ngororero, Rutsiro and Rubavu Districts (119),

Ø)  In Karongi District there were gatherings of beneficiaries from Nyamasheke, Rusizi and Karongi Districts (109)

Ø)  In Musanze District there were gatherings of beneficiaries from Northern Province (72)

ØIn Rwamgana District, there were gatherings of beneficiaries from Eastern Province (76)

 

Objectives of the activity:

-  Continued mentorship to beneficiaries so as to improve their well being 

-  To sensitize the beneficiaries to participate in the government programs set up for the people,

-  Encouraging the beneficiaries to take advantage of the opportunities in their communities,

-  Reminding the beneficiaries to make use of the support they receive from the Commission,

-  Monitoring and collecting projects prepared by beneficiaries,

-  Assist child ex-combatants to fill project forms and collect them,

-  Monitoring the welfare of those in special categories (women and children), identifying those with problems and finding solutions.

 

On the site of Rubavu, 98 beneficiaries (85 ex-combatants and 13 child soldiers) attended the sensitization seminar and they were mentored with the following programs:

 
  • Welcoming remarks by District Vice Mayor in charge of Social affairs,
  • Rwanda Demobilization and reintegration Commission’s message delivered by RDRC Chairperson,
  • Government Social protection related programs with much emphasis on “Ejo Heza program, VUP, Ubudehe and Community based Health Initiatives (CBHI) through Mutuel de Sante (MUSA) by the Rubavu District Director of Social development Unit.

We are very happy to join hands with Rwanda Demobilization and Reintegration Commission (RDRC) by continuing a joint follow up on the discharged ex-combatants in phase 67 in Mutobo demobilization centre on 24th May 2022. It is our role to listen to them, to visit them and facilitate them with social protection programs in order to comfort them in the area of reintegration. We shall do our best to include them in different districts social protection programs depending on everyone’s ubudehe category. We would like to thank RDRC for its efforts to de-radicalize you and encourage you all to be productive citizens as we can now see”: Said Pacifique ISHIMWE, Vice Mayor Social affairs/Rubavu District  

 

Present 98 beneficiaries from four districts of western province mainly Rubavu, Rutsiro, Nyabihu and Ngororero were sensitized on the government social protection programs and required criteria to benefit on the programs. The emphasis was put a lot on Ejo Heza program, Ubudehe Program, VUP program and Community Based health Initiative (CBHI) through Mutuel de Sante (MUSA). Beneficiaries were advised to be active citizens in the community and attend all government programs initiated for citizens to speed up their development and improve social welfare.  

 

In her speech, the Chairperson of Rwanda Demobilization and Reintegration Commission (RDRC) said: “The overall mission of RDRC is to facilitate the reinsertion and reintegration of the former military member to empower him/her to develop him/herself and contribute to the comprehensive development of the country”. It is in this way, RDRC has met today with all 561 ex-combatants on different sites (Rubavu, Karongi, Huye, Musanze, Nyarugunga and Rwamagana to remind you to continue being productive citizens, exemplary, actively participate in the government programs and continuous mobilization to friends and families who remained in the jungles to return in the country”. RDRC thanks very much the partners mainly reserve force, local government and others for a usual collaboration during the process demobilization and reintegration of ex-armed groups’ members and their dependents”.

The speakers reminded the beneficiaries to successfully use the support provided to them by either RDRC or from its partners so as to change their lives.

The sensitization seminar held at Rubavu site closed by facilitating the beneficiaries to reach their place of return and collection of reintegration Grant related forms.
